The Upload files option in the fckeditor can be enabled and disabled using two methods.

1. Edit the fckconfig.js file and set the fchconfig.imageupload parameter to true or false depending on your preference
2. For non Admin or Host role users, edit the folder permissions under Admin->File Manager to either allow or disallow Editing of the folder.
